Hostages are Liberated. What is to do Next?
As a result of operation most of the hostages were saved. The terrorists of Baraev were killed. They are absent now but the problem remains, because the use of antiterrorist detachment is the method for protection, not the method for prevention. What is to be done to prevent the possibility that the place of Baraev's terrorists may be taken by a other younger killers. The answer may be found in creation of the system of civic education in the spirit of culture of peace (peace education). This was the point of discussion at the International conference "Civic Education - Russian Path" (Moscow, October 15-16) which supported the Memorandum adopted by the Russian national conference organized in St. Petersburg, September 25-29.
