Dear Friends,

Since this month's Culture of Peace Bulletin was written by the youth team, I have decided to send out a separate, personal message to you.

First I wish you a prosperous and happy New Year! I hope that this year will see progress for all of us toward a culture of peace.

Finally, I would like to mention again the three books published last year with a strategy for the transition from culture of war to culture of peace. I have been disappointed because I have received very little response about the books. I would appreciate receiving some comments, negative or positive, and some assistance to get the books and lecture known by a wider audience.

Как сохранить память об участниках миротворческих операций?
Совет ветеранов Музея миротворческих операций разработал и усовершенствовал международный проект по созданию Книги памяти участников миротворческих операций ООН

Идея создать Международную Книгу памяти участников миротворческих операций ООН родилась в 2008 году во время празднования 60-летия миротворческих операций, проходившего в столице 29 мая в Информационном центре ООН в Москве.

Более года потребовалось для того , чтобы найти сторонников реализации этой идеи в виде проекта, привлекательного для зарубежных организаций ветеранов миротворческих миссий.

В настоящее время заинтересованность в проекте выразили представители ветеранских организаций миротворцев ООН в России, Украине, Ирландии и Австралии.

В связи с этим в дополнение к первой версии проекта вестник "Голос миротворцев" публикует усовершенствованный английский вариант проекта для обсуждения и внесения дополнений и корректировок всеми заинтересованными организациями.

По итогам обсуждения планируется выпустить специальный англоязычный номер вестника "Голос миротворцев", а затем и подготовить презентацию окончательного варианта проекта в формате "ppt".

Draft Project Proposal of the Museum of Peacekeeping Operations (Russia)
Memorial Internet Book of UN Peacekeepers

1. Background. The United Nations is a unique organization which designed and successfully implemented absolutely new form of military force deployment named peacekeeping operations.

Since late 40-th the UN carried out a few dozens of PK operations to solve armed conflicts and ease tensions in various parts of the world.
As a whole over 1 000 000 military men and police took part in these operations while about 3 000 men sacrificed their lives for the world peace.
But after 60 years of UN peacekeeping the world community still has no complete list of names of international peacekeepers which is very important for teaching and training school children in the spirit of Culture of Peace.

Note: As far as Russia is concerned the first attempt to compile the list of national UN peacekeepers was done in 1993 when the first volume of the Memorial Book “In the Service of Peace. 1973-1992” was published by Dr.Valery Guerguel (UNTSO 1973-1976, w/c 6502) and German Pimenov (UNTSO, 1973-1974, w/c 6493). The book contained the list of Soviet and Russian UNMOs for the period 1973-1992 as well as staff listing of the first Russian battalion included into UNPROFOR (Yugoslavia) in April 1992.
Later on by decision of the Council of Veterans of the Museum of Peacekeeping Operations there were issued the second (2000), the third (2003) and the fourth (2008) volumes of the Memorial Book of Russian UN Peacekeepers (for the structure of these books click http://www.un-museum.ru/deyatel/index-e.htm). In 2008 the Museum Council of Veterans published in internet an electronic version of the Memorial Book “In the Service of Peace. 1973-2008”, which includes both names of Russian UN peacekeepers in 1973-2008 and list of Russian secondary schools named "Schools of Peace" for their interest in study of UN history and for the training of scholars in the spirit of Culture of Peace (for the latest training session of children click the 4-minute long video).

2. Purpose. The goal the of the project is to have in internet the list of international peacekeepers to serve with the UN since the first PK operation.

Main objectives are:
(a) To provide closer cooperation of international UN peacekeeping veterans in various fields, incl. protection of veterans’ interests in face of national authorities and the UN.
(b) To write down peacekeepers’ part of UN history for study by children and youth.
(c) To provide peace education and training of school children in the spirit of Culture of Peace.

3. Idea of the project proposal was born and discussed May 2008 by the Council of Veterans of the Museum of Peacekeeping Operations (for the names of its members click http://www.un-museum.ru/sovet/index-e.htm). The project was intended as a voluntary activity of UN Peacekeeping Associations performed in democratic way in accordance with Draft Public Environmental Code: Man and the Earth and Culture of Peace Declaration adopted by 53-rd session of the UN GA November 10, 1998.

4. Initiator and developer of the project proposal. Valery Guerguel, Ph. D., researcher of the history chair of Moscow Institute of Open Education, UN military observer (UNTSO 1973-1976), director of the Museum of Peacekeeping Operations.

5. Participants of the project. National (International) Associations of UN peacekeeping veterans or any other NGOs or persons interested in protecting interests of UN peacekeeping veterans and in teaching children in experiences of UN peacekeeping.
Note: All participants are going to have equal rights while the project itself is to be permanently open for new participants to join.

6. Procedures. Participants of the project work out, discuss and sign Protocol Agreement to form the Board of Editors of the Memorial Book.
Each National Editor opens, maintains and updates the special webpage on his National Association website with the list of national participants of UN operations awarded with UN medal “In the Service of Peace”.

The author (copy) rights for each national webpage belong to the National Association of UN peacekeeping veterans or other NGOs or a person responsible for the maintenance of the webpage.

The lists to be put in internet will be in national and English languages to include name of peacekeeper, dates of his tour of duty with the UN as well as the name of UN mission.

To start and keep the Project going the participants elect the Secretary of the Board of Editors of the Memorial Internet Book of UN Peacekeepers for a period of two years on the rotary principle. The responsibility of the Secretary is to provide communication link with national editors to compile an annual plan of activities.

7. Duration. The Project may be implemented by a few stages.

The First stage to include:
Step 1. Dissemination of information about the project. Since August, 2008.
Step 2. Publication of the special issue of the "Voice of Peacemakers" bulletin devoted to the Project. February, 2010
Step 3. Elaboration of the Project Presentation in "ppt" format. March, 2010.
Step 4. Internet round table of National Editors of the Memorial Book. April-May, 2010.
Step 5. Opening in internet probing version of the Memorial Book of UN Peacekeepers who Died while Serving Peace with the UN. June-December, 2010.

The Second stage to include:
Step 1. Internet round table of National Editors of the Memorial Book. May, 2011.
Step 2. Opening in internet testing version of the Memorial Book of UN Peacekeepers who Participated in UN Peacekeeping Operations 1948-2011. May, 2011 - April, 2012.

The Third stage to include:
Step 1. Improvement and maintenance of the Memorial Book of UN Peacekeepers. Since April, 2012.
Step 2. Development of a text-book on UN peacekeeping for teaching pupils in Schools of Peace. May-December, 2012.

Здравствуйте, уважаемый Валерий Владимирович.

Вот и закончился 2009 год. Много хороших дел провели наши юнмиры в течении года, много было организовано мероприятий и акций. Каменец-Подольская районная детская общественная организация "Клуб юных миротворцев" завершила добрые дела года Новогодней акцией "Деды Морозы - волонтеры", которую проводила Мэрия города.

Мероприятие началось 25 декабря парадом Дедов Морозов и закончилось 5 января. Клуб юнмиров принял активное участие в этой акции. За десять дней ребята поздравили с Новым Годом более 150 детей инвалидов, детей сирот и детей из малоимущих семей и роздали новогодние подарки.

От имени организации хотим поблагодарить Вас, Валерий Владимирович, Совет ветеранов Музея миротворческих операций и всех, кто работает над программой "Сеть школ мира", за оказанную поддержку и пожелать успехов в Новом Году.

ОДКБ создает коллективные миротворческие силы

Об этом на заседании Совета безопасности ООН в Нью-Йорке заявил генеральный секретарь ОДКБ Николай Бордюжа.

"ОДКБ готова принять участие в реализации резолюций ООН, направленных на решение задач по укреплению международной стабильности, совершенствованию архитектуры безопасности, в частности на евразийском пространстве", - заявил Бордюжа, подчеркнув, что Организация вносит большой вклад в обеспечение безопасности в своей зоне ответственности.

Как он напомнил, за последнее время руководителями стран Организации были приняты решения о создании эффективного антикризисного потенциала ОДКБ. Для этого, по словам генсека, из элитных частей Вооруженных сил, правоохранительных органов государств-членов сформированы Коллективные силы оперативного реагирования (КСОР) "На заключительной стадии практической реализации находится вопрос о создании коллективных миротворческих сил ОДКБ. Соответствующие межгосударственные акты ратифицированы подавляющим большинством государств-членов и вступили в силу", отметил Бордюжа.

В соответствии с документами, по его словам, установлено, что ОДКБ может проводить миротворческие операции как самостоятельно, так и участвовать в операциях по мандату Совбеза ООН.

Отметим, что в состав ОДКБ входят Белоруссия, Армения, Россия, Казахстан, Киргизия, Таджикистан и Узбекистан.

Жертвами разрушительного землетрясения на Гаити стали, по меньшей мере, 140 тысяч человек. Такую цифру привела газета "International Business Times" со ссылкой на госсекретаря по общественной безопасности правительства Гаити Арамика Луиса. По словам чиновника, власти страны уже похоронили около 40 тысяч гаитян, погибших в результате подземных толчков, и предполагают, что еще земле не преданы тела примерно 100 тысяч чел.

Канадская пресса, ссылаясь на представителей правительства Гаити, сообщает, что в результате разгула стихии в стране могли погибнуть до 200 тысяч человек. Если эти прогнозы подтвердятся, гаитянская трагедия войдет в десятку самых разрушительных землетрясений, случавшихся в мире.

Землетрясение магнитудой 7,2 произошло на Гаити 13 января. В результате была полностью разрушена столица государства город Порт-о-Пренс. Под завалами рухнувших домов остаются тысячи людей, землетрясение уничтожило все местные больницы. Другие страны в содействии с ООН оказывают помощь Гаити. МЧС России направило в зону бедствия аэромобильный госпиталь, уже приступивший к работе, а также спасателей, которым удалось извлечь из под завалов двух человек.

UN chief says half of Haiti's capital damaged

UNITED NATIONS – U.N. Secretary-General Ban Ki-moon says up to 50 percent of the buildings in Haiti's capital and other areas hardest hit by the earthquake have been damaged or destroyed.

The U.N. chief says the United Nations will launch an emergency appeal later Friday for $550 million to provide food, water, shelter and other essentials for millions of Haitians.

Ban says the international community's response has been "robust." He acknowledges "there is frustration" among Haitians with the pace of relief efforts and says the U.N. is watching for any signs or unrest.

U.N. spokesman Martin Nesirky says 37 U.N. personnel have been confirmed dead and 330 remain missing from about 12,000 people working for all U.N. operations in Haiti.

Миротворческая организация лицея № 7 г.Волгограда недавно провела акцию "Подари радость больному ребенку". Хотим о ней рассказать.

По инициативе миротворцев и ШСП МОУ лицея № 7 г Волгограда, и поддержке органа ученического самоуправления "Федерация" в преддверии новогодних праздников волонтеры и учащиеся МОУ лицея № 7 собрали для пациентов детского отделения онкологического диспансера Волгоградской области подарки: елочные украшения, книги, игрушки, предметы для творчества.

30 декабря волонтеры вместе с куратором передали собранные подарки и добрые пожелания ребятам, которые оставались в больнице на Новый год.
