Света Селиванова, что учится в средней школе № 1034 (ЮАО Москвы), знакома читателям вестника по статьям, посвященным защите животных, и в частности, котят...

Света заметила, что нерадивые хозяева, желающие избавиться от котят, иногда пытаются пристроить их в хорошие руки. Относят на Птичий рынок и просят торговцев за деньги найти животным новых хозяев.

Но те, которые берут деньги за бедных животных, иногда их попросту выбрасывают в лесочке неподалеку от Птичьего рынка.

В прошлом году за активную защиту прав животных Светлана Селиванова была награждена Почетным значком "Юный миротворец-инструктор" Музея миротворческих операций, а ноябре 2005 года ей было предоставлено право пройти по Красной площади в составе сводной колонны Движения юных миротворцев в связи с 64-й годовщиной военного парада 1941 года.

23 марта Организационный комитет по подготовке Второго Московского открытого музыкально-поэтического фестиваля-конкурса детско-юношеского творчества "Новые песни о мире" утвердил состав Жюри.

Приветственное слово директора Городского центра "Дети улиц" Светланы Волковой

Данный проект - первый опыт совместной работы Городского центра "Дети улиц" с движением юных миротворцев и Музеем миротворческих операций.

Кто-то может спросить: что может быть общего у миротворцев, "детей улиц" и социальных служб? Ответ на этот вопрос очень простой, ведь если не будет мира на земле, мира в глобальном значении этого слова, то сводятся на "нет" и усилия социальных служб. Потому что слова "здоровый образ жизни", "позитивное мировоззрение" нивелируются в сознании детей и подростков, которые живут в условиях войн и конфликтов. И поэтому естественно, что задача взрослых дать детям и подросткам возможность жить на планете, где царит мир.

С другой стороны, в этом мире все взаимосвязано. Почему сейчас, в XXI веке в мире до сих пор ведутся войны? Возможно, как раз потому, что мы так до сих пор и не научились слушать и понимать друг друга, что еще не для всех человеческая жизнь священна.

Усилия нашей организации, в том числе направлены на формирование у молодых ребят позитивного и толерантного мировоззрения, умения решать не только свои собственные проблемы, но и готовности прийти на помощь тем, кто оказался в трудной жизненной ситуации, умению слушать и понимать собеседников. И если людей, умеющих слышать и понимать будет все больше, то может быть настанет прекрасное время, когда о войнах можно будет узнать не из сводок новостей "за день", а только из покрытых пылью книг или учебников истории. И, значит, мы работаем над решением одной и то же проблемы.

При этом мы уделяем большое значение тому, что участие в движении юных миротворцев для ребят - это еще одна возможность найти интересное дело и занятие по душе.

Так что выходит, миротворческая деятельность и социальная работа с молодежью тесно связаны между собой. Еще раз повторюсь, что этот сборник песен - первый (но не последний) опыт нашей совместной работы и каким он получился судить - Вам!

Круглый стол Пола Коупленда к 60-летию миротворчества ООН
Paul Coupland Round Table on Сelebration of 60-th Anniversary of UN Peacekeeping

Две недели назад президент Ассоциации миротворцев Австралии Пол Коуплэнд прислал в адрес Музея письмо, котором была изложена точка зрения австралийских миротворцев по поводу празднования 60-летия миротвореской деятельности ООН. При этом Пол вполне резонно задавал вопрос о том, когда и где миротворцы ООН будут праздновать 60-летие миротворческой деятельности ООН - 29 мая 2008 года или раньше, поскольку по его данным Австралия начала посылать миротворцев в миссии ООН начиная с 1947 года? Где (в какой стране) миротворцы ООН могли бы собраться, чтобы отметить эту дату?

Письмо Пола было распространено по сети ветеранских организаций миротворцев ООН в нескольких десятках стран и вызвало всеобщее оживление и обмен мнениями. Так, в ответ на него президент ветеранской организации "Голубые береты" Дании Бьярн Хиссельберг/Bjarne Hesselberg (UNPROFOR 1993-94) сообщил о том, что ветераны 5 стран - Швеции, Финляндии, Норвегии, Дании и Исландии некоторое время назад создали ассоциацию - Совет голубых беретов северных стран /The Board of the Nordic Blue Berets, президентами которой поочередно на 2 года избирается представитель каждой из вошедших в Совет стран.

В настоящее время президентом этой ассоциациии, уполномоченным решать все вопросы от имени ветеранов 5 стран, является Бьярн Хиссельберг. Сейчас ветераны северных стран решают со своими правительствами вопрос от том, как они будут отмечать 50-летие Первых чрезвычайных вооруженных сил ООН (ЧВС ООН-1/UNEF-1).

Совет ветеранов Музея миротворческих операций от имени первой группы советских (российских) миротворцев ООН изложил свою точку зрения на празднование 60-летия миротворческой деятельности ООН. Учитывая то, что, по решению ООН, Международный день миротворцев ООН отмечается 29 мая (день принятия резолюции о создании первой миротворческой операции ООН - ОНВУП/UNTSO), вполне целесообразно считать, что 29 мая 2008 года является той датой, когда миротворцы ООН могут все вместе отметить 60-летие миротворчества всемирной организации.

We appreciate your conclusion on the date of the International Day of UN Peacekeepers being May 29. It seems very promising in the light of the latest discoveries made by the Museum activists.

A few weeks ago we have got information that the first Soviet officers participated in UN peacekeeping operations in 1947. It was in the Greece in the Special Committee on the Balkans. This information came from a few different sources and was very shocking for us because in three issues of book "In the Service of Peace" published in 1993, 2000 and 2003 the Museum has proclaimed that the first Russian UN peacekeepers were those 36 officers who have arrived Egypt in October 1973 and were enlisted in UNTSO 25 November, 1973. This event was proved and supported by the photo made by UNITED NATIONS/Y.NAGATA with a note on the backside "Here, Col R.W. BUNWORTH (left) of Ireland, Acting Chief of Staff of UNTSO, is seen presenting a Blue Beret (symbol of the UN Peace-keeping Forces) to Col.Nikolai BELIK, member of a group of Soviet Observers who arrived in Cairo (see the photo on the Museum web-site http://un-museum.ru/virtual/images/Beret.jpg and http://un-museum.ru/virtual/first.htm).

Yesterday Anatoly Isaenko (UNTSO 1973-76, WC 6522), member of the Museum Council of veterans have found the information relating to this case in the official UN source - The Blue Helmets. A review of United Nations Peace-keeping. Second edition. Copyright 1999 United Nations (ISBN: 92-1-100444-6). I quote from page 8 and 9 of the book

"The first use of military personnel by the United Nations was in 1947, in two United Nations bodies: the Consular Commission in Indonesia and the Special Committee on the Balkans. Since the small officer groups worked as members of the national delegations comprising those bodies, and were not under the Secretary-General's authority, they cannot be considered as United Nations peacekeeping operations as the term has come to be used".

The next paragraph of the text was also very interesting. It reads "The international force in Korea was not a United Nations peacekeeping operation in the current sense of the term since the enforcement action was not carried out by the Organization, was not based on the consent of the parties, and involved the use of force.
The first peace-keeping operation established by the United Nations was an observer mission, the United Nations Truce Supervision Organization (UNTSO), which was set up in Palestine in June 1948. Later observer missions were: the United Nations Military Observer Group in India and Pakistan (UNMOGIP) in 1949.

After reading this text we have all relaxed a bit here in Moscow and decided to stop looking for first Russian UN peacekeepers earlier than 1973.

I appreciate the International Day of Peacekeepers being May 29, but which year would be demmed the 60th Anniversary to Commemorate International Peacekeeping? Thank you very much for interesting information about the history of Australian peacekeepers. At your permition we are ready to publish it in English in our weekly ”Voice of Peacemakers”. It will be very valuable information for Russian young peacemakers who study the history of peacekeeping, as well as for 900 subscribers of the Voice in Russia and abroad.

Concerning the terms “peacemaker” and “peacekeeper” we study now the approach to these terms mentioned in your letter and will send you our considerations in the nearest future.

As far as Russian UN community is concerned we apply the following approach. We consider as peacekeeping veterans only those who have been awarded with UN medal “In the Service of Peace”. This approach was worked out in 1992 when we were preparing for publication the first commemorating book “In the Service of Peace.1973-1993” with names of Russian peacekeepers since 1973. To prepare this book we sent a letter to the Minister of Defence and to the Commandant of the Paratroopers Colonel-General Podkolzin. In a few weeks we have got the list of participants (soldiers and officers) of UN peacekeeping operations in former Yugoslavia. As a whole over 900 names. As you know there was one Russian battalion first (in 1992) and two other Russian battalions there later.

When the book was almost ready we again sent a letter to General Podkolzin to get additional information about Russian peacekeepers in Yugoslavia. By our surprise there were differences in figures – over 900 names first and 840 names later. The gap in 60 names. The reason was that some of them were already sent back to Russia for various reasons such as bad discipline, illness etc. At that time we all decided on the principle - to put into the book the names of those peacekeepers who were already awarded with UN medal “In the Service of Peace”.

This principal was very helpful for us in subsequent years. As you know on the territory of former Soviet Union and abroad there were a few so called peacekeeping operations during which the “peacekeepers” were allowed to use weapons not only for self-defence. If so what is the difference between peacekeeper and a fighter?

This principle allowed us later in 1997 to start to work with children and youth to train them as young peacemakers (peacekeepers) – young “mirotvorets”. In Russian language there is no difference between these words. “Blessed are the peacemakers…” as in the Bible we use the word “mirotvorets”. According to the Bible the peacemaker (mirotvorets) cannot use force…

Another advantage which came out of this principle – we started to teach children how to distinguish peace operations from military action. “If there is a doubt you may ask each side of the conflict what kind of operation is it?. If answers from both opposing parties read “peace operation” it is really peacekeeping, if not – it is an aggression concealed under the term “peacekeeping” or peace operation.

We understand that this principle may not be correct in some cases in Africa for example? During the discussion this problem with former UN Peacekeeping Force Commander General Muntaga Diallo (now the Ambassador of Senegal to Russia) we understood that Africa is the special case. He met with young peacemakers and explained them the difference.

As far as the date for the celebration of the 60-th anniversary of UN peacekeeping is concerned I think we could take the date proposed by the UN for the celebration of the International Day of UN Peacekeepers – May 29. Why not, if it was the UN which made as all peacekeepers (“mirotvorets” in Russian).

It is very pleasing to see the peacekeeping veterans in the Nordic region having an organised body such as the Nordic Board for Peacekeepers.
I attached a flyer from the Australian Peacekeeper & Peacemaker Veterans' Association Inc.

On the 14th of September 1947, the world's first peacekeepers (observerrs) were sent to the United Nations Commission to Indonesia (UNCI), in order to monitor the cease fire between the Dutch colonialists and the Indonesian Nationals. Indonesia was then formerly known as the Dutch East Indies. These 4 peacekeepers were officers from the Australian Army, Air Force and Navy. Hence we commemorate the 14th of September every year in Australia as "Australian Peacekeeper & Peacemaker Day". The Peacekeeper taking into consideration the other PK Ops that we have been involved with, that were not under the auspices of the UN. Namely these would be the Multinational Force and OBservers - Sinai (MFO); South Pacific Peacekeeping Force - Bougainville (SPPKF); International Peace and Monitoring Team - Solomon Islands (IPMT); Truce Monitoring Group Bougainville (TMG); Peace Monitoring Group Bougainville (PMG), and the Cambodian Mine Action Centre (CMAC).

In addition, we also commemorate this day with "Peacemakers", colloquially termed here as those who were on Warlike Service on UN Operations or Peace Enforcement Operations in Namibia (UNTAG); Rwanda (UNAMIR II); Somalia (Unified Task Force (UNITAF) & UNOSOM II); Cambodia (UNAMIC & UNTAC); UNPROFOR - The Balkans; International Force in East Timor (INTERFET); UNTAET, UNMISET (East Timor); and Afghanistan.

Although we commemorate 24 Oct as UN Day, it is felt that UN Day is not specific toward the Peacekeepers, as the UN Organisation is very large and the PKO is but a component of the UN Security Council. UN Day does not also necessarily commemorate the service of many of our Peacekeeping and Peacemaking Operations. Hence a focus on the 14 Sep.

In 2007, the 14th September will commemorate 60 years of Australian contribution to world peace and security through a large range of UN PKO and other Multi-national Forces. This is a contribution that has been conducted non-stop by this nation, which is in itself a significant military milestone. I should also include our Police Forces, particularly when they were deployed to UNFICYP (Cyprus) in 1964 and continue to serve to the current day. The Police have also served on a large range of PKO, including PMG, IPMT and Haiti.

Hence, we have estimated up to 73,000 Australian Defence and Police personnel have served on these operations since 14 September 1947 to the current day.

I would be very interested to see if any of our fellow Peacekeepers would perhaps be interested in commemorating an International Year of Peacekeeping or International Day of Peacekeeping to commemorate the 60 years of Peacekeeping approaching next year or for 2008.

I would also be interested in receiving contact details for the various International Peacekeeping Organisations, so that I am able to communicate with the Executives of these organisations. I would also like to send a complimentary copy of the Australian Peacekeeper Magazine to those Committees, so postal addresses would be necessary.

A central point of commemoration may have to be decided between us all, however it may be prudent to have such a commemoration in Geneva to commemorate such a committment over a long period of time.

I would be very interested in your response to this proposal.

It is nice to hear, what is going on in the world to commemorate the good work of the Peacekeepers. In the following, I will try to explain what is happening in the Nordic Nations of Denmark, Finland, Iceland, Norway and Sweden.

The Bule Berets of the Nordic countries works together in “The Board of The Nordic Blue Berets”. The presidency rotates every 2nd Year between the member organisations. For the time being, Denmark holds the Presidency.

The member organisations are:
- The Blue Berets, Denmark (The Danish International Veterans Organisation),
- Peacekeepers Association Finland,
- Iceland UN-Veteran Association,
- FN-Veteranernes Landsforbund (UN-Veterans Association, Norway),
- Peace berets Sweden.

“The Board of the Nordic Blue Berets” meets twice a year to coordinate Peacekeeping-Veterans activities, and to promote the support for veterans in the so-called “Comrade-support organisations”.

“The Board of the Nordic Blue Berets” also can award the “The Board of the Nordic Blue Berets Medal of Honour” in gold, silver or bronze to Peacekeepers.

In all of the Nordic countries we are planning for celebrating the UN Peacekeepers Day and the 50th anniversary for the first UN Peacekeeping mission (UNEF), also some initial planning has been done for the celebration of the 60th anniversary of international Peacekeeping.

In the following, I will only cover the Danish activities.

First of all, Denmark participated from the very beginning in the UN peacekeeping activities. In 1948 also Danish officers participated from the very beginning in UNTSO, the first observer mission (and still do).

The Nordic countries did all contribute with troops to the first UN-Peacekeeping Force, UNEF. In November 1956, Denmark and Norway in a joint unit deployed one Battalion (DANOR Bn), Sweden one Battalion and Finland one Company. Also other nations participated.

As a consequence of this deployment, all of the Nordic countries are celebrating the 50 years anniversary of UNEF.

In Denmark the event will be marked with a major parade on 7th November 2006. On parade will be approx 300 veterans from the first Danish contingent of UNEF 1. Also a detachment form the Norwegian UNEF 1 veterans will a part of the parade. (In Norway a similar parade will be held a week later). The parade is sponsored by the Danish Defence and will have participation by The Minister of defence, the Chief of the Danish Defence Force etc. At the occasion, a special medal of commemoration will be given to the veterans. Also two books will be distributed. One with subject “Danish Peacekeeping during 50 years” and one with a detailed description of the deployment of the DANOR Bn.

On the Peacekeepers day, the 29th May 2006, The Blue Berets Denmark will (a usual) mark the day with ceremonies all over Denmark. The main event will be in Copenhagen at the Blue Berets Monument. This parade will also be attended by the Minister of Defence and the Chief of Defence. (Unfortunately, Denmark will not be represented in Geneva on the 31st May). The Peacekeepers Day in 2006 will of course be used to highlight UNEF.

The Blue Berets Denmark has an annual event, a gathering of veterans celebrating their 10, 15, 20 etc. jubilee as Peacekeepers. This event will take place on the 20th May 2006, and we expect to see around 1.000 veterans there. (Denmark has since 1948 had approx 110.000 soldiers serving in Peacekeeping missions)

Every year, the Blue Berets Denmark celebrates the UN-day on the 24th October. On this day we arrange parades all over Denmark, and during these parades the Nobel Price Peacekeepers medal will be awarded to UN-peacekeepers.

The Blue Berets Denmark also runs a Museum of Peacekeeping Operations (FN-museet i Frшslevlejren). This year a separate exhibition about UNEF will be displayed.

Мне, как и большинству Наших, больно знать, что многие Наши ВИИЯ-старики живут и работают не в достатке, который им полагается по статусу. Давайте сделаем шаг навстречу!

Татко Сергей Леонидович З-86у открывает двери Социального магазина, который работает в рамках программ Департамента соцзащиты населения г. Москвы. Цены на 10 - 20 % ниже средних розничных цен в центре города.

Адрес: Микрорайон Митино, Пятницкое шоссе, дом 31, корпус 2; 753-17-04. От м.ст. "Тушинская" автобусом № 2 до ост. "Военный городок".

Конечно же, далековато! Но это же первый шаг. Давайте вместе подумаем над развитием сети таких магазинчиков. Москва не скоро строилась. Был бы Дух! Товарищи, прошу оповестить Наших Дорогих Стариков!

Руководство же Клуба в ближайшее время обратится к командованию ВУ с предложением разместить такие социальные точки на территории Университета. Пойдут дела - тогда к нашим праздникам, будем готовить хорошие подарки для Наших ВИИЯ-Стариков, которые живут и еще работают не в достатке, который им полагается по статусу.
